1. 投稿資格は、特に問わない。
2. 投稿原稿は、高等教育に関連するものであって、かつ、未発表のものまたは他に投稿中でないものでなければならない。投稿にあたっては、原稿提出時に指定のフォームから英文校正証明書を提出すること。
3. 掲載する論文等の種類は以下のとおりとする。投稿の際に以下の(1)または(2)を選択すること。
   1. (1) 論文（高等教育における理論的・実証的研究成果として、新規性・有用性・論理的整合性のあるもの）
   2. (2) 資料・報告
   1. ①資料（高等教育における各種データ、研究動向を整理したもの）
   2. ②報告（高等教育における教育実践の成果等をまとめたもの）
4. 投稿された論文等は以下により掲載の可否を決定する。
   1. (1) 論文については、編集委員会が委嘱する匿名の査読者（学内外2名）の審査結果に基づき、編集委員会が掲載の可否を決定する。
   2. (2) 資料・報告については、査読者による審査は行わず、編集委員会が掲載の可否を決定する。
   3. (3) 編集委員会の判断により3.の種類を変更することがある。ただし、その場合は投稿者に確認するものとする。
5. 投稿原稿は、執筆要領にしたがい作成・投稿しなければならない。
6. 本誌に掲載した論文等の著作権については次のように取り扱う。投稿の時点で著者はこれらの取り扱いを承諾したものとみなす。
   1. (1) 本誌に掲載した論文等の著作権は発行者に帰属する。
   2. (2) 本誌に掲載した論文等を、著者自身が他の著作物に収録・転載する場合、発行者の許諾を必要としない。ただし、あらかじめ文書で編集委員会に通知するものとする。
   3. (3) 本誌に掲載した論文等は、北海道大学学術成果コレクション（HUSCAP）にて公開される。

SUBMISSION GUIDELINES

1. No specific eligibility requirements are applicable.
2. Submitted manuscripts must be related to higher education and must not be previously published or currently under consideration by other journals. Each manuscript must be accompanied by a certificate of English proofreading that takes the specified form if you are not a native speaker.
3. The types of papers this journal publishes are as follows. Please categorize manuscript submissions as either (1) or (2).
   1. (1) Research Paper (i.e., a paper presenting novel, useful, and logically consistent theoretical and empirical research findings related to higher education)
   2. (2) Material/report
   1. (a) Material (comprising collected data and research trends related to higher education)
   2. (b) Report (summarizing higher education practice results)
4. The following criteria will be used to make publication decisions.
   1. (1) The Editorial Board will approve the publication of a submitted manuscript based on the findings of a review conducted by two Board-appointed anonymous reviewers (i.e., one from within the university and the other from outside the university).
   2. (2) The Editorial Board will decide on the publication of materials/reports without the submission undergoing a review process involving non-Board reviewers.
   3. (3) The Editorial Board may change thesis to materials/reports. However, this change must be confirmed by the contributor.
5. All submitted manuscripts must be prepared in accordance with the stated writing guidelines and submitted according to the specified submission procedure.
6. Copyright of papers published in this journal will be handled as follows. Authors are deemed to have consented to these procedures upon submission.
   1. (1) The copyright of articles published in this journal belongs to the publisher.
   2. (2) The author does not require permission from the publisher to include or reprint a paper published in this journal in another work. However, the author must notify the Editorial Board of this intention in writing.
   3. (3) Papers published in this journal will be made publicly available as part of the Hokkaido University Academic Collection (HUSCAP).
