1. There are no specific qualifications for contribution.

2. Manuscripts must be relevant to higher education and must not have been previously published or be under submission elsewhere.

3. The types of articles to be published are as follows. Contributors should choose (1) or (2) at the time of submission.
(1) Research papers (articles on scholarly research findings)
(2) Materials and reports (literature, materials, survey results, reports, proposals, and other articles such as practice or activity reports which are worth sharing with those involved in higher education)

4. The Editorial Board decides whether or not to publish the submitted articles according to the following procedures.
(1) The Editorial Board decides whether or not to publish a research paper based on the review results of anonymous reviewers appointed by the Editorial Board.
(2) The Editorial Board decides whether or not to publish a material or a report.
(3) The editorial board may change the type of an article, with the consent of its contributor.

5. Manuscripts must be prepared and submitted in accordance with the manuscript preparation guidelines.

6. The copyright of articles published in this journal is dealt with as follows. At the time of submission, the author is deemed to have accepted these arrangements.
(1) The copyright of the articles published in this journal belongs to the publisher.
(2) When the author himself/herself includes or reprints the articles published in this journal in another work, permission of the publisher is not required. However, the Editorial Board must be notified it in writing in advance.
